Initially Omung Kumar, known for directing Sarbjit and Mary Kom, planned to only produce Bhoomi. After Sanjay Dutt's interest in being directed by Omung Kumar and a discussion with his writing team, Kumar signed on to direct and produce the movie.

Bhoomi was primarly shot in Bamrauli Katara, a small town outside of Agra, India. Reportedly after his first day on set, Sanjay Dutt rode a scooter around town and was welcomed by his fans' cheering and applauding him.
