An electromagnet works by applying a current to a coil and thus magnetizing it. Even if we presume that the vault had no circuit or overcurrent protection (which would shut off the power) then simply shutting off the power turns off the electromagnet. Theo was supposed to be a genius yet this very obvious fact eludes him. Additionally, if the robbers had simply shut off the power to the building itself or to the floor with the safe on it in particular, they could have removed the need to have the FBI shut off the local power as they would have removed the primary obstacle to their plans.
