The actor who voices Mandark, Eddie Deezen, looks a lot like his character in real life. In WarGames (1983), a younger Deezen looks so much like Mandark that perhaps the "Dexter's Laboratory" producers cast him and created the Mandark character as an allusion to "Wargames".
