The Cylons simply could not kill of the BILLIONS of humans who lived in the Colonies with a simple nuclear war and then a follow up invasion.Even if the majority of the populations on all of the planets lived in or near cities that were struck, most of the people would have survived both the nuclear strikes, the subsequent radiation and the majority of Cylon raids that followed. Failing the use of a genetically engineered pathogen in addition to the nukes and the their raids, the Cylons would still have to contend with as many as several hundred million human beings in addition to those escaping in the Galactica fleet.
The second season added the line "47,875 survivors in search of a home called Earth" in the opening sequence starting with Episode #2.1 "Scattered" and decremented it in every subsequent episode based on how many characters were killed off in the previous episode (or occasionally, as when the Pegasus returned, increasing it when the population increases).
