After a ferry is bombed in New Orleans, an A.T.F. agent joins a unique investigation using experimental surveillance technology to find the bomber, but soon finds himself becoming obsessed with one of the victims.
The crew worked with the Port of New Orleans, U.S. Coast Guard, U.S. Navy, Orleans Levee Board, West Jefferson Levee District, and numerous local residents in preparing for the production.

The movie plays fast and loose with New Orleans geography throughout. For example, during the "chase", Carlin is driving towards I-10 (on the east bank). Seconds later, he is driving through the Harvey Tunnel, several miles away on the west bank. Then he's back on the east bank, heading west on I-10. New Orleans geography adds to the confusion; Carlin somehow makes a U-turn on the Crescent City Connection, which goes eastward towards the west bank and westward towards the east bank.
Tony Scott's opening credit is obscured momentarily by a passing sailor.
