In Copenhagen at the end of the 1650s, merchant Kaufmann is waging a war against an outdated form of state in order to obtain protection for his trade. At the same time, Peder Schumacher - the son of a craftsman - is educated abroad for a leading position in an upcoming new state administration.

Around 1780, the large merchant Kaufmann acquired an estate cheaply, but now he complains that the dividend is too low. The far-sighted Count Ræventlow cunningly brings him to understand that the peasants must be made independent producers and their legal position guaranteed. The old attachment system with serfs provides too poor utilization of the land.

Per, the son of a smallholder, helps paving the way for Denmark's first constitution with democracy in 1849. He is the editor of an opposition magazine - in an incessant conflict with the royal censor Rejersen. Too late it dawns on Per that large sections of the population will still be without influence. The poor and impoverished do not get the right to vote.
