When Eggsy is ordered to shoot his dog he aims the gun at his dog, then aims his weapon at Arthur. However neither JB (the dog, Jack Bauer) nor Arthur were in any danger because Eggsy had his finger behind the trigger in the trigger guard. Thus making it impossible to actually pull the trigger.
The specific gun Arthur gave Eggsy has two triggers, one for the pistol, and the other trigger for the underslung shotgun. His finger was in the correct place to fire the gun.
