Both "The Last Casino" and "21" are based on the book "Bringing Down the House" written by Ben Mezrich in 2002. In 2003 the book was optioned for a movie by Kevin Spacey. The producers of "The Last Casino" made their version of "Bringing Down the House" in 2004 and the movie went straight to TV in Canada. While this was happening the Ben Mezrich/Kevin Spacey authorized project for the movie version of the book was held up in studio red-tape until 2006, the movie was finally filmed in 2007 and release in 2008. The producers of "21" did not copy "The Last Casino", both simply took their idea from "Bringing Down the House".
Well, he was implied to be very dangerous (probably involved in organized crime of some sort), but he never really had any intention of harming the three college students. In fact, he was only mad at Barnes for blowing all of his money on horse racing and then lying to his card counter team about how much money he actually owed. In fact, Mr. Orr seems to find the entire thing hilarious, and he even lets Barnes off the hook after giving him a sinister glare. It was Barnes who was the film's "bad guy" for not being straightforward with the students.
The film was produced in and set in Canada, somewhere near Quebec and Ontario.
They were intellectually exceptional and bright students from an academic standpoint, but of course they were still really just kids and they had very little in the way of financial knowledge, street smarts or impulse control. Bluntly, they were young, dumb and carefree. They do become more resourceful as the situation becomes more dire.
Barnes was borrowing money without returning it because he was squandering it at racetracks and other casinos in town. The fingertip incident was to scare him into returning the cash.
