Popeye pushes a baby pram down city sidewalks and lots of noise keeps the kid awake and crying. In typically brutal manner, Popeye deals with the noise makers including a busking Harpo Marx, music school, construction site, and car horns.
Popeye is baby sitting, and the little one won't be quiet unless he's sleeping. Obstacles include Harpo Marx playing the harp on the street; a music school; a ship blowing its horn; a radio outside a radio store; a building construction site; blaring car horns.
