"The Signal-Man" was one of Charles Dickens' later stories, premiering in 1866. This production appears to have moved the setting up to around 1900, judging by the costumes and technology.
The tune which the Signal-Man whistles is "Tit Willow" from The Mikado by W.S. Gilbert and Arthur Sullivan.
