Originally written as a sequel to Invasion U.S.A. (1985) with Chuck Norris returning in the role of Matt Hunter. When he was uninterested, the role was rewritten to be younger and given to rising Cannon star Michael Dudikoff instead. Despite sharing the same main character name, the finished film was no longer intended to be a sequel or prequel to the earlier film, but its own stand-alone movie.

The bad guys view a slideshow of photos taken during the parade attack, but the images are of moments at which there were no people with cameras ever seen. In fact, none of the parade-watchers on screen had cameras in their hands or hanging around their necks. The worst example is a medium range photo taken during the rooftop chase, when there was only Matt and the shooter he was after seen up there. Even presuming some random witnesses stopped running, dug out their cameras, and snapped some pictures, how could the bad guys have tracked such unknown photographers and gotten slides made by the next morning?
