When Columbia Pictures bought the movie rights to "Annie", it included the rights to make sequels. Despite the poor commercial performance of the first movie in relation to its high budget, Producer Ray Stark still kept the idea of making a sequel alive. It was on and off Columbia Pictures' production slate for several years until TriStar Television, noting the first movie's popularity with children on home video, agreed to make it as a made-for-television movie, to be released simultaneously on home video.
Antony Zaki (Punjab) and Camilla Belle (Molly) have appeared in adaptations of Frances Hodgson Burnett's novel A Little Princess. Zaki played Ram Dass in A Little Princess (1986) and Belle played Jane in A Little Princess (1995).
This was not the first attempt to do a sequel to the musical "Annie". An attempt was made on stage in 1990 with "Annie II: Miss Hannigan's Revenge", which was a critical and commercial disaster. It was substantially re-worked into the 1993 show "Annie Warbucks", which, while not as big a failure, was not a substantial hit either.
