A cop/flic discovers that he had a twin who just got murdered in Nice, France. In order to find out who did it, he takes his place including the cute girlfriend in Little Odessa, NYC.
After a string of successful theatrical action movies in the early 90s, "Maximum Risk" was one of the first movies starring Jean-Claude Van Damme to skip theaters and be released direct-to-video in many countries. This became the fate of most of van Damme's movies that came afterwards, with a few exceptions such as The Expendables 2 (2012).

The scene where Agent Pellman grabs the chainsaw, the power-cord attached to it is clearly visible, still we (The audience) are led to believe that it's a gasoline powered chainsaw when it's obviously an electrical one.
German theatrical version was cut by 20 seconds to secure a "Not under 16" rating.
