It is, the credits tell us, an Oswald The Lucky Rabbit short. It is, too, as Oswald is present for the first ten seconds and perhaps half a minute at the end. In between, Oswald's new friends, the three foolish monkeys, Eeny, Meeny and Miny escape Oswald's dog-catching embrace and invade a beauty shop.
Hence, I suppose, the title. They get into the sort of hijinks they can in a beauty shop, using such comic props as a fire axe to manicure nails and a straight razor to shave a lap dog; the dog's owner is also a dog, raising the same sort of existential questions as "If Pluto is a pup, then what is Goofy?" Clearly they have character. Unfortunately, I am unable to tell which is which, and so I cannot say if any one of them has any particular character. Doubtless, had they been successful enough, had the series gone on long enough, that would have been established. However, it did not. It is, essentially a silent cartoon, a slapstick farce in pantomime, with a musical soundtrack (repeating what I imagine would have become their theme, had they lasted long enough, with the lyrics repeating the phrase "Do what the monkeys do"; there are also sound effects.
There are a few other Lantz cartoons featuring these three. This is a pretty good one. I don't think they'll be making any more of them, so that will have to suffice.
