No. 15 of the "Bill the Office Boy" series with Fay Tincher. There can be no question about the quality of this offering. It is distinctly a good one. The office boy and his pal decide to make some money on peddling "spring" water, fresh from the upstairs tap, to their employers, taking advantage of a complaint made against the city water.
