| A reminder to the bureaucrats that law enforcement cannot be ignored
The literal translation of the title of this film is: Operation Black Stone.

The promotion of bureaucrats in Chinese government is based on their economic achievement in the era of reform, so there was a trend of investing money for economic developmental projects that would bring obvious short term development, while other things that is necessary but not obvious and takes a long time to show the effects are ignored, and these things includes education, environmental protection, and law enforcement. As a result, one negative effect was the increase of crime wave. This film reminds the Chinese bureaucrats that things that don't produce immediate results can not be ignored.
