Before dying of a gunshot wound, a long-time patient gives Mark a winning lottery ticket, asking him to do some good with it. Several people step forward to claim the lottery winnings, which makes each of them a suspect in the murder.
The title ("The 13 Million Dollar Man") immediately reminds people of the old TV show The Six Million Dollar Man. As it turns out, that amount of money from the time of that earlier show to 1993, after adjusting for inflation, would be equivalent to $13,000,000.
When Mark is playing 21 while Jack deals, Jack turns his cards over to show he has two face cards and then he immediately takes Mark's money. But Mark never turned his cards over or asked for another card before Jack showed his hand and collected the chips.
