It has already been proven in Star Trek: Voyager: Living Witness (#4.23) & Star Trek: Voyager: Virtuoso (#6.13) that the doctor can be copied. So the hospital could have made several copies of him and returned the original to Voyager. This entire episode was unnecessary.
