Det. Reagan arrives at the crime scene and continues to blow the siren, even though there is no traffic in front of the car. This is a TV cop action, as real police arriving at scenes under those circumstances don't do that out of consideration for those working the crime scene. Sirens are loud and interfere with things like hearing and conversations.
