Gotham City is essentially a major urban area the size and population of at least Chicago. However, there were apparently no county, state or federal law enforcement agents anywhere in the city limits, nor are there any military or National Guard members there as well. The Gotham PD actually should been the LEAST of Bane's concerns as most major cities have hundreds, if not thousands of law enforcement and military elements in or near them.
