It probably is a result of inconsistent planning from Marvel Studios' part. When Hawkeye aired in 2021, there were no plans of creating an standalone TV franchise within the MCU. When the spin-off Echo began production in 2022, there were a lot of creative differences on how the character would play out in the MCU. Ultimately in 2023, it was decided to put the show, along with the Daredevil reboot and Wonder Man, in a separate continuity titled Marvel Spotlight as the creative heads concluded that the characters might perform better on their own storylines instead of being part of the multiversal MCU narrative. This plan is similar to that of Marvel Television, whose TV shows were only tangentially connected to the Infinity Saga throughout the 2010s.
