The magistrate carries out a death sentence. Some people have a problem with that. Cut to a roadside tea house and a lady sword fighter sits. Two women enter but have no money. After too much melodrama there is a short fight. A guy and girl hero bring some criminal to the magistrate, their father. He has this guy executed too and collects the petitions from the people. The bad guys make plans.
There are a few scenes with that mysterious lady sword fighter lurking. Eventually she helps out the good guys when they are losing a fight. They want to recruit her help.
My copy is a digital file made from some old VHS tape with English dubbing and Korean hard subtitles. I have not heard these voiceovers before but they seem to be putting in the effort. Otherwise I don't have anything good to say about this movie. The fights are so bad I don't even want to describe how they are so bad. The dialog is mostly people talking about stuff the audience already knows or has seen. The VHS framing frequently results in strange views. The only thing I can recommend about this movie is not to watch it.
