I remember using this as a management trainer in the mid 70s. It consisted of a scene setter introducing various people working in a fictional public service department and then a series of vignettes featuring members of the cast. These were designed to be discussed and management solutions found.
The quality of production and performance was at least equal to similar products from American and the UK and the film met its objectives. However, this is most notable for the array of well known actors who participated, including many who were featuring in TV programs at the time and Jack Thompson (I believe this was his first role) who went on to much greater things. It also featured a great line, spoken by a senior manager in a thick Scottish accent "pipe dreams, Laddie" which I went on to use for years.
If you ever come across this, it is worth a look, at least for historical interest.
