1947, Los Angeles. Cop Joe Teague walks the line between the LAPD, led by William Parker, and the mob, led by Bugsy Siegel.
Edward Burns would go on to create a series of his own, Public Morals (2015), dealing with police and criminals in New York City during the 1960s. His co-star from this series, Neal McDonough, joined him once again as his rival. Ironically, in that series, Burns is the police officer, and McDonough is the criminal.

There are several references in scenes set in 1947 to 35mm pictures shot on Tri-X film. Kodak did not release Tri-X in 35mm format until 1954
