The man who shoots the gun at the dummy/vest is actor Chance Kelly. He and Pawel Szajda (who played Dr. Drugov) were both in the HBO series "Generation Kill."

After the team has identified the fake FBI agent at the conference (through the no-badge ruse), Agent Jones says, "Meet Ted Anderson. He's a forced reconnaissance Marine in the Gulf War." The name of the special outfit in the Marines is "Force Reconnaissance," typically called "Force Recon" or "Recon Rangers" but never "forced."
