Vargas transferring to different position within CFD?

After Vargas was injured in the machine plant fire, the CFD doctor offered him 75% long term disability and here this fire fighter has sixteen years on the job and maybe 4 more years before eligible to retire. I have to wonder why he was not given an opportunity to transfer into a non firefighter position like arson investigation or a similar administration position. Jose Vargas might have been able to complete the last 4 yrs of his career at CFD and receive his full retirement pension and medical benefits. Ought to been able to get in his 20 years at CFD in a different position. Seems more could be done.

Goofs
The firefighters locate the elevator several floors below the 10th floor, yet they make entry from the 10th floor. It would have been a better tactic to make entry as close as possible to the elevator in the event anyone needed extrication from the elevator.
