Employees of the IRS are prohibited from receiving money or anything of material value for tax advice or preparation. It's a violation of professional ethics.
During the title sequence, when the letters appear with flashes of light, a large number '100' appears and disappears with the flashes, three times, every time in different size and at a different place around the letters. Finally, the blood spatter from the pen in the title logo forms the number '100'.
