Belgian Vice PM and budget minister Steven Kennis duly dreads an informal political audit of his staff by christian democrat party heavyweight Charles Van Praet, who fears it's about petty secrets, such as a purse he bought for his wife with ministry funds and now tries to pass off as a diplomatic present, supposedly stolen by a staffer. Chief of staff Alain Pieters makes the worst impression on Van Praet, a blunt cynic, who crushes number cruncher Dirk Kerckhove's dream of a clean budget. Only naive spokesman Joris Weyns passes muster, but he's the minister's patsy. The plans to promote simple-mind Kennis PM and reshuffle his staff is surprisingly altered by the party.

Despite looking down on wimp minister Kennis, party-imposed chief of staff Van Praet rudely imposes his and secretary Denises' rule on terror on the thoroughly reshuffled staff, determined to win the party promotion to PM by systematically dropping destabilizing 'bombs'. Even his promoted deputy Joris is puzzled and shocked by the bully methods, including intimidating colleague minister Rik Coninckx's staff into handing over credit for the idea to take homeless asylum seekers into empty ministry parking space. Demoted Alain commits to his consolation post, speech writer.

Vice PM Kennis idiotically went into dirty questions on his 'political' hot-line, which was hacked and leaked to the press, in porn style. To defuse the impending PR disaster, Charles orders the whole team to pull all stops, even toil until they find the dirt on every cabinet colleague. Plan B is blaming the nasty secretary Denise, but she threatens to use her long collection of party secrets.

Kennis naively complains that the press ignored 'his' speech in parliament, which Alain foolishly plagiarized from Hollywood. Kennis also made daring statements about a transsexual priest, a touchy subject in the Catholic party. Everybody ignores budget expert Dirk's impending wedding, until Joris realizes it's a gay couple, which requires a new position as tolerance champion. Joris gets romantic aspirations on top of his bathroom sex with career bitch Badrina.
