Liked the setting and theme, a plot to overthrow the government, full of suspense and mystery, was not sure who is conning who. The personality and flow of the anime was very different from what I am used to, at the start it felt fresh, but by the end did feel to drag a bit when the suspense was all out in open although the different districts with their personality added color and kept the flow somewhat fresh.
The animation itself is good and the music really compliments the contents.
