The stunning and compelling aspects of this episode could make this 10 stars. The drama, when it dominates, is outstanding. The climactic scene was riveting, but only if you understood the part that was only implied by the message from the flowers.
Some viewers will laud the artistry of the scenes where dead Kate talks to her comrades. I found it sacrilegious given the tragedy. Those who formulated this episode intended it to echo back to Kate's relationships with the various characters, especially Tony, but as it picked up so quickly in the previous episode, and carried on in this, it overwhelmed the sense of grief. Perhaps with an entire summer for viewers to get used to the absolute shock, the showrunners thought the lighthearted approach was more appropriate than dwelling on the grief. They might have decided to try to lift the absolute darkness that resulted from Kate's fate. I found it inappropriate.
It might seem contradictory, but I found the very last measures in the last scene to be appropriate, but only because it was two full episodes after the tragedy, not almost immediately after the summer break.

I've watched every NCIS and most of the spinoffs. I am now binging through from the beginning to rewatch them all. I noted while reviewing the main page of NCIS that the writing gets bad in later years like a juvenile wrote each episode.
So far with the series as a whole, it is not so much bad writing as just repetitive disdain for procedure and other agencies, as well as a Tony that ranges from totally disgusting to just annoying. Also, sexual harassment in the workplace is SOP (a lot like early JAG), and at times by more than Tony. Tony has been over the top even for his character for the last few episodes.
This episode was just poorly written. My biggest complaint is the lack of any attempt to protect either the targets or NCIS agents by Reyes. Do government agencies really have so much interagency friction that the FBI would put a tail on the protection team without telling them? And then seem not to care about the danger.

This movie is a visual spectacle, at least at times. Less than a third of it is worth watching, the balloon parts. Some of it is incredibly beautiful. And even informative about ballooning.
The rest of it is totally formulaic. The story follows the general formula of the reporter sent to do a hit piece by an unethical producer. This boss keeps calling her way too many times and she is always negative. The inevitable conflict between the romantic interests is pretty much the usual. Some of the details follow the usual formula of meddling matchmakers. His parents and her best friend.
The epilogue is cheesy.
Unless you rarely watch this genre and won't be put off by the same old, same old, I recommend recording it and then vigorous use of the FF button to skip everything except the balloon parts.
