Maul used his criminal empire to seek out Sith and Jedi relics, with the goal of finding weapons to use against the Emperor. The true power of the Sith could only be defeated through the light side of the Force, which is why Maul and Qi'ra ultimately failed in their mission to overthrow Palpatine.

Star Wars has finally revealed the full scale of Darth Maul's plan to destroy Palpatine. Even George Lucas knew he'd made a mistake killing Darth Maul in Star Wars: Episode I - The Phantom Menace.
