When it comes to shonen anime, few franchises are more popular than Eiichiro Oda's flagship series, One Piece. As many fans are aware, its narrative follows Monkey D. Luffy's journey to become the King of the Pirates, which leads him to encounter a wide range of interesting, hilarious, and, oftentimes powerful individuals as he sails the Grand Line. However, as strong as many of the pirates, marines, and revolutionaries Luffy encounters are, many of One Piece's strongest characters share the same weakness: the ocean.

Devil Fruits, which grant many One Piece characters powerful abilities, gain their strength at the cost of being able to swim in water, making the ocean an ironic obstacle they must stay keenly aware of. That said, a few especially rare Devil Fruit users are able to use their abilities to travel over the ocean, qualifying them as some of the most noteworthy figures in the entire series.
