The planning for building a new “Paradise” for a select few people started the day Cal Bradford and Sinatra attended that international summit, where a speaker named Dr. Louge warned them about the horrors that awaited them in the near future. Sinatra, with the help of Bradford and a few other influential people, began building an underground city in Colorado that could accommodate around 25,000 people. Nobody would have ever come to know about the lies the administration told the people had President Bradford not been killed. His death led to many revelations, and it became hard for Sinatra to hide the truth. In Paradise’s penultimate episode, Collins learned that his wife, Teri Rogers, was still alive, and that shocking revelation made him quite restless. He had planned to conduct a coup, but the news of Teri’s survival and his daughter’s abduction brought about a change in his plans.
