Havoc sigue a Walker (Hardy), un magullado detective que lucha por abrirse camino en el submundo criminal que amenaza con hundir su ciudad. Cuando una venta de drogas se tuerce, se convierte en el principal objetivo de una banda criminal sedienta de venganza, un político corrupto y sus propios compañeros. Al intentar rescatar al hijo del político, cuya implicación en el negocio destapa una trama de corrupción y conspiración, Walker se ve obligado a enfrentarse a los fantasmas de su propio pasado.
