A camera team is on the square to make a documentary. On the square there is a pub, a tavern, a church and a justice of the peace court. In last building there is a famous painting: "The Righteous Justices of the Peace". It becomes clear the inhabitants are divided in three main groups. One group is catholic such as the Stoffels family, priest Pol Sickx, Eveline Bers, Felix Piepermans and Polliet Peck. A second group is socialist: the Briers family, Karel Peers and Barbara Vink. The last group is liberal: Aristide and Boniface De Lesseweg, Bernard Aerts and Bertha and Aurelia Banks. Also liberal are Gust and Millie Kerdoens, but as they are running a shop they act neutral. A first dispute in the justice of the peace is a dispute between Harry Stoffels and Gerard Briers: the goat of Gerard ate the flowers of Harry.
