The appearance of a beast man during a total lunar eclipse is connected to the murder of a young girl by another beast 100 years ago, also in an eclipse. The beasts' shared fear of water and an odd pair of binoculars may hold the answer.
A citizen reporter uncovering the government's lies gives information to Jin that relates to his memory loss. Part of it involves the Water Project that Jin's mystery woman is part of, leading him to break into the Intelligence Agency.
Jin enlists the help of K and S to uncover the secrets of the Aqua Project and finally finds Elea, who tells him part of what he wants to know. Meanwhile, K and S are given orders by DEUS to bring in Elea, whom they claim is an alien.
