The Australian Prime Minister and Foreign Minister being on a State Visit would have Diplomatic Immunity and could only be detained and/or questioned voluntarily or with the approval of the Australian Government.
Not a Goof: Whilst true, Cordelia manipulated the Foreign Minister to convince the Prime Minister to insist on an investigation to clear the Australian attendees, therefore avoiding the Diplomatic Immunity issue.
