After the female gun thug carjacks the passing car, Jake could have pursued her using the police car, using the radio for assistance (as a former officer he'd know how to do that). Instead, he waits several minutes and then uses the police car.
Once he starts renting an apartment, Des thanks Tinny for buying him a round of drinks because he's now "house poor." "House poor" means someone's property is not worth much, not that they have little cash because they own property.
