If You like Tom Selleck Here...
Imho, it's a toss up between Tom and Donnie for the best character. But if you enjoy Tom as a soft spoken "top cop" you need to find, and watch, the "Jesse Stone" series. All 9 of them:

Tom Selleck plays the Chief of Police in a sleepy coastal town called Paradise, Massachusetts.

But they have crime. Murder, Drugs, Domestic violence... you name it - they got it.

All the while, the Chief, who insists that people call him just "Jesse," deals with it, and a new divorce from the woman hw still loves, and a severe drinking problem all at the sam time.

What Are "Blacklights" Used For?
If Drive-Ins still existed, this would be the third reel on a Tuesday night. There are only so many times that Liam Neeson can use those particular skill sets, and that was four movies ago.

His half whisper, half growl no longer sounds threatening. He sounds like a grandpa with emphysema rolling down a levy.

The title of the movie aludes to the use of "blacklights" that may in some way either hide a clue, or reveal one - but alas, except for the title, they are neither mentioned, nor used anywhere else in the film.

However, with that said, the truly disappointing part of the film is the last ten minutes. Absolutely NO villian is going to "turn himself in" just because he was "told" to do so.
